I already have the deluxe edition of the Japanese version and purchased this newly. I was able to activate it with my product key, but it doesn't show up in my steam library. What should I do???

It seems that the CD key was activated and registered on steam as "Resident Evil 4 Deluxe Edition", but there is no indication in the library.

It'll appear as Resident Evil 4 in your library, there is no "Deluxe" mention in the name - but you have the correct version with the DLC and can confirm this within the game. If you had issues with something else feel free to reach out via [email protected]

replyI would like to buy the treasure map, but I have heard that buying DLC on Steam causes problems, so I am hesitant to buy it.
I am concerned that this will cause the same problems as the BIOHAZARD VILLAGE DLC (Winters' Expansion).
No plans for those types of dlc outside of Steam as far as I know. If they did a large dlc we'd probably have it. You could always buy from Steam and if there is any issue they'll let you refund the dlc.
